Police Academy of Ministry of Internal Affairs Admission Requirements

Undergraduate Admission Requirements:

  • The right to be admitted to the academy at the bachelor’s level is available to those who have obtained a relevant state model certificate of completion of full secondary, higher technical profession, secondary specialization or higher education.
  • Acceptance of employees’ documents and compilation of educational works is carried out at their place of service.
  • An employee who wants to be admitted to the academy at the bachelor’s level applies to the Minister of Internal Affairs of the Republic of Azerbaijan with a reasoned report within the specified period for the acceptance of documents.
  • The following documents are attached to the report:
  • copy of identity card;
  • the original of the document on full secondary, higher technical profession, secondary qualification or higher education (applicants who submit the original of the document on higher technical profession, secondary qualification or higher education, as well as a certificate showing the certificate grades in a specified form issued by the educational institution they graduated from (Azerbaijan in accordance with Appendix No. 2 to the “Rules for admission of students to higher educational institutions of the Republic of Azerbaijan” approved by the decision No. 39 of the Cabinet of Ministers of the Republic of Azerbaijan dated February 8, 2017);
  • military notarized copy of all pages of the ticket.
  • The entrance exam consists of 100 questions and is held for three hours without a break.
  • In the entrance exam, candidates are presented with 25 questions each in the subjects of Azerbaijani language, history, geography and literature.

Master’s Admission Requirements:

  • The right to be admitted to the magistracy of the Academy is for those who have a bachelor’s degree in jurisprudence.
  • Acceptance of employees’ documents and compilation of educational works is carried out at their place of service.
  • An employee who wants to be admitted to the magistracy of the Academy applies to the Minister of Internal Affairs of the Republic of Azerbaijan with a reasoned report within the specified period for the acceptance of documents.
  • The following documents are attached to the report:
  • copy of identity card;
  • document on higher education and its supplement;
  • documents confirming the recognition of foreign countries’ qualifications related to higher education issued by the Ministry of Education of the Republic of Azerbaijan to persons who have received higher education in foreign countries.
  • Persons who have studied in foreign countries, along with the documents mentioned in paragraph of this Regulation, also submit the notarized translation of those documents into Azerbaijani language.
  • In the internal affairs body where the employee has served, the educational work is drawn up based on his report and attached documents. Information on the employee’s service identity card, personnel record, updated inspection requirements for operational-inquiry records is added to the study and sent to the General Personnel Department of the Ministry of Internal Affairs.

Doctorate Admission Requirements:

  • The training of highly qualified scientific personnel in the Republic of Azerbaijan is carried out through the doctorate, which is the highest level of higher education, and ends with the awarding of relevant scientific degrees (indicated fields of science, doctor of philosophy and doctor of sciences).
  • Doctoral education is carried out in the programs of Doctor of Philosophy and Doctor of Sciences.
  • People who have completed the master’s level of higher education (defending a master’s thesis) or have equivalent education are admitted to the doctoral program on the basis of a competition.
  • Acceptance of employees’ documents and compilation of educational works is carried out at their place of service.
  • An employee who wants to be admitted to a doctorate in the Doctor of Philosophy program applies to the Minister of Internal Affairs of the Republic of Azerbaijan with a reasoned report for the acceptance of documents within the specified period.
  • The following documents are attached to the report:
  • copy of identity card;
  • biography
  • duly certified copy of the diploma on graduation from a higher educational institution (certificate on the recognition of educational documents for citizens of the Republic of Azerbaijan who have studied abroad);
  • a list of published scientific works or an abstract on a chosen specialty.
  • The employee’s educational work is prepared based on his report and attached documents in the internal affairs body where the employee has served. The employee’s service identity card, an extract from the labor book, a personal sheet of personnel records, 2 photos (3×4 cm in size), information on updated inspection requests for operational-inquiry records are added to the study and sent to the General Personnel Department of the Ministry of Internal Affairs.
  • The General Personnel Department of the Ministry of Internal Affairs studies the received educational works in terms of the requirements of clauses 2.3 and of this Regulation, determines the list of candidates selected for participation in the competition and submits it to the Competition Commission of the Academy in agreement with the Minister of Internal Affairs of the Republic of Azerbaijan.
  • Those who have passed the foreign language exam are allowed to take the philosophy exam.
  • Those who have a valid international language certificate (IELTS, TOEFL, TestDaF, DELF, DALF, STANAG) are exempted from the foreign language entrance exam. The equivalence of the exam results of the international language certificate to the passing score is determined by the Academy.
