After the Second Vatican Council, attentive to the signs of their times, the young Bishops of West Africa, within the framework of their Regional Conference, born during the Council, felt the need for a place of research and of experience of God, capable of helping to better train pastoral agents, priests and lay people, in an African socio-cultural environment.
On the initiative of Mgr Bernardin GANTIN, then archbishop of Cotonou and president of the Episcopal Commission for Catechesis, from 1962 to 1970, it was decided to create a common institution for the training of catechists and the retraining of priests. The concern was, above all, of a religious nature. In February 1967, the project was definitively adopted. The Plenary Assembly of the Regional Episcopal Conference of West Africa (CERAO) drew the outline with Father Jean ORCHAMPT, until then Deputy Director of the ISPC in Paris. The implementation of the project was entrusted to him. He organized with competence and efficiency the new Higher Institute of Religious Culture (ISCR) by calling on quality teachers, from various disciplines, African and European,
From September 1968, the new Institute welcomed the first students, including missionaries. But it was on March 7, 1969 that the ISCR was inaugurated in the presence of His Excellency Mgr BENELLI, Substitute at the Secretariat of State and Special Envoy of His Holiness Pope Paul VI. Several cardinals, archbishops, bishops and priests from various countries participated in this inauguration as well as representatives of various aid organizations and government officials from Cote d’Ivoire.
