Since the year 2002, the idea of creating a University in our beloved Paraguayan North had been intensely brewing, but as soon as the intentions arose, the incredulity of important opinologists also set in, until the 2003 AUPP Assembly generated a Resolution in the city of Encarnación supporting the creation of a National University in the North of the country, North being understood as Amambay, San Pedro and Concepción.
The Governing Institution of Higher Education was the Council of Universities where the Intentions of opening as a Project should arrive, that challenge was assumed by Concepción and the real Process began in 2003 thanks to the Credulity of a group of Citizens: Parents, Authorities, Volunteers in different responsibilities and we launched with 0 Gs. but believing in ourselves.
