The CIU is aimed at applicants who took the Simón Bolívar University Admission Test, and whose score was immediately below the minimum passing grade. Annually, the Board of Directors will set the criteria for invitations to the CIU. The criteria followed by the University for invitations to the CIU is as follows:

Invited to the CIU Sartenejas: applicants who have placed one of the Sartenejas Headquarters careers as their first option and who come in 80% from official high schools and 20% from private high schools (includes schools subsidized by the State). The high school is the one where the student is studying or has completed his last year of studies.

Invited to the CIU Litoral: applicants who have placed one of the careers of the Litoral Headquarters as their first option and who come 100% from Vargas State high schools. The high school is the one where the student is studying or has completed his last year of studies.
