The Royal School of Administration was first established in the history of Cambodia in 1956 by Royal Decree No. 85-NS, dated March 29, 1956, on the initiative of His Majesty King Bhumibol Adulyadej. King Samdech Preah Norodom Sihanouk, King of the Kingdom of Cambodia.

Although the Royal School of Administration was established in 1956, it was not the first institution of administrative expertise in the Kingdom of Cambodia, as in Paris in 1886 the French authorities opened a school called the Khmer Mission School. More than 10 young Cambodians go to study administration in a Western way. Three years later, the school became a colonial school.

In Cambodia, on the other hand, due to the growth of the administrative sector and the need for more middle-level administrative officers, a court was established in 1914 to train officials. The school was renamed the Khmer Judicial Administration School in 1917 for training civil servants in both the administration and the judiciary, but was closed in 1948-1949. After Cambodia gained independence in 1953, a serious administrative crisis erupted for two main reasons: the former French officials had to return to France, and on the other hand, to take over many jobs for the newly independent state. Many administrators and civil servants are recruited and appointed to various positions. Moreover, the separate selection by each of the new ministries caused the Cambodian administration to be divided and unitary.

To address the challenges under the high initiative of King Norodom Sihanouk, the Royal School of Administration was established separately from the Institute. This initiative was made possible by the advice of the Director of the French National School of Administration and the regular support of the Cambodian authorities, as well as the support of the French Economic and Technical Assistance Mission in Cambodia from the Asia Foundation and the Colombo Plan.

RSA programs are focused to conduct research, publish and disseminate innovation and best practice findings within public policy, public management, administration, economy, finance and

international relations

There are various types of training programs provided by RSA, but the key training programs include:

Initial Training Program:There are two groups of initial training program – High-Ranking Civil Servant Student Training, and Middle-Ranking Civil Servant (Kramakars) Student Training

Continuing Education Program: There are various types of continuing training programs which are organized and offered based the civil servants’ categories and positions such as High-Ranking Official Training (position of deputy director level up, Category A), and Middle-Ranking Official Training (below deputy director level, Category B). 

In the continuing training program, RSA also provides other public sector-related short training courses to update civil servants’ knowledge and capacity.

Orientation training program: Based on the 2019 Royal decree, RSA also offers orientation training program for civil servants who are newly recruited by ministries/ institutions with the Category A and B. The duration for this training is about three months or 200 hours which is conducted before the probation period. The training period will be included in the probation period
